Since I now have to actually think about how much bandwidth I consume every month, I've never really put thought into how much EVE Online takes when playing it. In general, I see it take up very little if sitting in station and local and other chats are pretty much calm. If heavy, not that much more. That said, should I just avoid large TiDi fights and are the suggestions on in game settings help make sure I don't take transfer a whole lot of data.

Try using a VPN, those can sometimes confuse the fuck out of the software monitoring your bandwidth.
Using VPNs to access MMOs can be a gamble, its a common behavior of RMTers to cover their tracks so accessing a MMO with one can get you a banhammer depending on how bad a mood the GM investigating the VPN flag is.

Thanks Theo. It sucks because the main cable and fiber line is less than a mile down the road. Century Link is being a bitch and won't run it unless the neighborhood commits to an 8 year agreement to pay for the line. Since I'm in an area with a bunch of snowbirds, that isn't going to happen. So for now, I'm stuck on this connection. Unless I get like a 100ft tall antenna, then I'll be able to connect to the old wifi connection I had and nothing will be limited. He lives in BFE and has to use verizon 4g for his home internet.
